Quebec's Regulation respecting minimum standards for first aid and first-aid rosters (CQLR c. A-3.001, r. 10), enforced by the CNESST, requires employers to appoint and train enough certified workplace first-aiders scaled to headcount and risk. Since February 12, 2026, at least one first-aider must be present for 50 or fewer workers on a shift, plus one more per additional 100 workers.
Section 20 of Quebec's Educational Childcare Services Regulation (RLRQ c. S-4.1.1, r. 2), overseen by the Ministère de la Famille, requires everyone working with young children to hold an early-childhood first-aid certificate no more than three years old. The course must be at least 8 hours including a severe-allergic-reaction component (or a 6-hour refresher).
In Quebec, Article 1471 of the Civil Code exempts a volunteer rescuer from liability for harm caused while rendering aid, except in cases of intentional or gross fault, and that protection covers use of a defibrillator. Quebec is distinctive in also imposing a duty to rescue under Article 2 of the Charter of Human Rights and Freedoms.
For Quebec health professionals, keeping CPR and first-aid skills current is tied to continuing-education obligations under the Code des professions and the Code of ethics of nurses (RLRQ c. I-8, r. 9). CPR/AED, ACLS and PALS count among the eligible activities that satisfy these standards.
Quebec family-type residences (RTF), intermediate resources (RI) and intermediate host-home resources (RIMA), governed by the Act respecting health services and social services (LSSSS), must have staff trained in first aid and CPR for adults, children and infants and able to use an AED. A recognized, up-to-date certificate, renewed periodically, meets this standard.
In Quebec, current CPR and general first-aid training from a recognized organization is mandatory for foster families, covering adults, children and infants. The requirement is recognized by the integrated health and social services centres (CISSS/CIUSSS) and youth protection (DPJ), and the training includes managing anaphylaxis with an epinephrine auto-injector.
Online CPR and first-aid training is recognized in Quebec, as no Quebec law prohibits it, for personal, childcare-licensing or employer purposes. A workplace first-aider must, however, hold a valid certificate conforming to CSA Z1210, which implies a practical assessment.
